Overview

The Hall of Chains oversees systems of punishment, labor, and bondage in Ironspire. Where the Hall of Law renders judgment, the Hall of Chains executes sentence—from gladiatorial conscription to indentured servitude, incarceration, or state-owned labor. It manages the realm’s morally gray infrastructure of The Forged, debt laborers, political prisoners, and other condemned who are offered redemption through service, toil, or blood.

This Hall walks the razor’s edge between justice and tyranny, claiming moral clarity through the Crucible: a societal belief that the condemned may earn back their freedom—or die trying.


Core Functions

✦ Administration of the Crucible

  • Oversees the transformation of sentenced criminals into Forged: magically branded, often physically altered, and thrust into penal labor or combat.
  • Maintains the Trial Arenas and assignment centers.

✦ Labor and Enslavement Management

  • Coordinates state-owned labor systems, from quarrying and sanitation to shipwork and resource extraction.
  • Ensures branding, tracking, and duration of debt-labor or servitude are lawfully maintained.

✦ Slave Trade Regulation

  • Monitors and permits the legal trafficking of slaves from foreign markets.
  • Distinguishes between condemned labor and unlawful enslavement, prosecuting slavers outside the sanctioned system.

✦ Rehabilitation and Release

  • Determines when Forged or bonded laborers have earned reprieve.
  • Administers ceremonies of pardon, often ritualistic and symbolic, including the Shattering of Chains—a rite of public freedom.

  • Chainlord – Head of the Hall and member of the Circle of Flame
  • Brandmaster – Oversees magical sentencing, marks, and labor deployment
  • Warden-General – Manages containment, gladiator quarters, and training
  • Ledgerbound – Bureaucrat who tracks servitude terms, contracts, and releases
  • Oathflame – Ritual official who leads redemption rites and pardons

Interhall Relations

  • Hall of Law – Primary partner in sentencing and legality of labor orders
  • Hall of Arms – Coordinates use of Forged warriors in wartime or public defense
  • Hall of Coin – Handles financial aspects of labor economy and gladiator betting
  • Hall of Vitalis – Provides medical oversight to prevent death before sentence is fulfilled

Lore & Legacy

  • Some claim the first Chainlord was a reformed war criminal who chained himself to justice and never again removed his shackles.
  • A single Forged can rise to acclaim in the arenas and even buy their freedom—though few survive.
  • The Hall’s sigil is a broken shackle beneath a burning scale.
